A reward-backed file opens only under pre-agreed, published terms. If the terms cannot be verified, it is not a reward-backed file. The terms name:

Only public-records research counts toward participation. Anything real goes to law enforcement, never on the page.

No trespassing, no contacting persons of interest, no harassment. Naming someone ends participation, immediately. Reward-backed files open only under pre-agreed, published terms.

When work surfaces something real, it goes to the appropriate agency tip line with a reference number, documented in the file's change log. It is never published as an accusation.
