A reward-backed file opens only under pre-agreed, published terms. If the terms cannot be verified, it is not a reward-backed file. The terms name:

How a payout is divided among contributors.
The party that confirms the conditions were met.
Only public-records research counts toward participation. Anything real goes to law enforcement, never on the page.
